　　芝加哥警探雷尼特斯和他的搭挡法吉在仓库区调查一件窃案，却在值勤中落入恐怖份子首领史汪的陷阱。在与恐怖份子火拼过程中，法吉中弹身亡，而恐怖份子史汪则设法逃出重围。在围捕过程中，雷尼特斯抓到了另一个美丽的女性共犯，是一位科学家，名叫克莱尔。

　　史汪威胁警方释放克莱尔，否则要在芝加哥市中心放置巨型遥控炸弹系统，时时刻刻都有爆炸的危险。在审判克莱尔过程中，她向警方佯称其实自己也是受害者之一，企图说服警方释放她，如此她便会带警方去逮捕史汪，否则大家都只有走上毁灭一途。 雷尼特斯警探寻求世界级炸弹拆除专家法兰克的协助，两人携手合作将可用的线索一一拼凑起来，意图将恐怖份子的行动歼灭，但最后还是让史汪成功脱逃并引爆了一枚足以摧毁整个街区的炸弹。两人也发现其它未引爆的炸弹威力绝对远远超过任何知名大型爆炸案例。震惊之余，他们必须尽速阻止史汪和他的手下们把炸弹转移成核爆事件……

　　为了马上破案，警方逼不得只好先释放克莱尔当诱因以其立即逮捕史汪，克莱尔却逃出警方的监控，秘密与她的爱人史汪会合，但克莱尔却引爆炸弹炸死史汪。最后警方才发现克莱尔竟原是恐怖份子的幕后首脑。情急万分的雷尼特斯警探和法兰克赶紧脚步展开追捕克莱尔的行动，希望破坏她想毁灭芝加哥城的计划.
