　　因為重病即將臨終的妻子，吉米·偉恩回到棕櫚郡這個有美麗海灘與甜蜜回憶的地方生活，並在當地報社上班，與好友遺孀凱瑟琳·赫伯交往甚密。某日，艾莫·布里斯郡長私下說服吉米協助『格拉夕灣填灘興建計畫』，而吉米也同意並利用報社記者身份做掩護，私下收集反對填灘興建計畫案的底層居民心聲，提供給艾莫作為參考。凱瑟琳也是反對計畫團隊成員之一，這讓吉米陷入兩難，正當吉米開始聆聽自己內心的聲音之時，那些被他挖掘秘密的人們，接二連三的因為出事而害怕，甚至離開反對計畫團隊…。這時，吉米病重的妻子突然離世，這讓吉米重新正視他內心的渴望，而他也將有所做為，究竟他將來改變這即將變化的大環境，亦或改變他自己一直以來毫無變化的生活？
